Are women allowed to cover their face with a veil while in the state of Ihram?
QUESTION:
Are Women in ihram (umra) who normally cover their face with a veil to keep the face covered in the same manner as they would outside ihram ,if so brief description of method would be appreciated
ANSWER:
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
It is not permissible for a woman to cover her face in the manner she would normally do outside of Ihrām; in that the veil touches her face. [1]
Rather, she should apply a cap/hat or anything similar below the veil to ensure that the veil, [2] whilst falling over her face, does not actually touch her face.

ولا يغطي المحرم رأسه ولا وجهه، والمحرمة لا تغطي وجهها، وإن فعلت ذلك إن كان يوما إلى الليل فعليها دم، وإن كان أقل من ذلك فعليها صدقة، وكذلك لو غطى ربع رأسه فصاعداً يوماً، فعليه دم وإن كان أقل من ذلك، فعليه صدقة، هكذا ذكر في المشهور. وعن محمد رحمه الله أنه قال: لا يجب الدم حتى يغطي الأكثر من الرأس، والصحيح ما ذكر في المشهور؛ لأن ما يتعلق بالرأس من الجناية، فللربع حكم الكل

وإن غطى المحرم ربع رأسه أو وجهه يوما فعليه دم، وإن كان أقل من ذلك فعليه صدقة

عورت کے چہرے پر كپڑا نہیں ہونا چاہئے ، پنكها وغیرہ کوئی چیز اس طرح آڑ بنالی جائے کہ نقاب کا کپڑا چہرہ کو نہ گئے اور لوگوں کی نظر اس پر نہ پڑے

اگر عورت نے احرام کی حالت میں چہرے پر اس طرح نقاب ڈالا کہ نقاب کا کپڑا چہرے پرلگا رہا یا ڈھاٹا باندھا تو ایک رات یا ایک دن اسی حال میں رہنے سے دم واجب ہوگا ورنہ صدقہ لازم ہوگا
(اس لئے عورتوں کو چاہئے کہ احرام کے وقت غیر مردوں سے پردے کے لئے نقاب اس طرح ڈالیں کہ کپڑا چہرے کو نہ لگے اور اس کی صورت یہ ہے کہ سر پر اولا ہیٹ وغیرہ کی شکل کی کوئی چیز لگا لیں اور اس کے اوپر سے نقاب لگائیں)

لیکن چونکہ فتنہ کا اندیشہ ہے اس وجہ سے کپڑا لٹکانے کی اجازت دی ہے، اس طور پر کہ چہرے سے مس نہ ہو

عن عائشة قالت : كان الركبان يمرون بنا ونحن مع رسول الله صلى الله عليه وسلم محرمات، فإذا حاذوا بنا سدلت إحدانا جلبابها من رأسها على وجهها، فإذا جاوزونا كشفناه
